Has the Constitution been amended to permit Congress to tax, spend and regulate as it pleases or have Americans said, "To hell with the Constitution"?

This is a great question. With the so-called stimulus bill having passed the US House and Senate, one has to ask themselves if the US Constitution has been sent to hell. Is it a matter of time before we have no relevant constitution?
